House Ways & Means Committee Chairman Richard Neil (D.Mass) introduced draft legislation on Paid Family & Medical Leave. The Biden administration has prioritized this effort as one of his key legislative goals formalizing his wishes in his last State of the Union. Neal's plan would include 12 weeks of paid leave for workers to spend time with their children, recover from illness or care for a family member.
The Biden administration's plan differs slightly from Neil's' plan. The Administration is proposing that lowest wage workers would get 80% of their average pay while Neil's' plan is more generous at 85% for the duration of leave. While this plan is popular among Democrats, some Republicans have also signaled their support when Ivanka Trump proposed this policy objective as part of the Trump Administration. But it's doubtful that this bill can pass through a regular vote, it is more likely that this will be introduced as a part of a budget reconciliation in July.
